Introduction
Sikika is a nongovernmental organization that advocates for quality health services for all Tanzanians. The organization works to ensure equitable and affordable quality health care services through social accountability monitoring of health systems at all government levels. Sikika seeks to recruit the following candidates with immediate effect:
  • Head of Programmes (1 vacancy)
Responsibilities
  • Advise and coordinate the implementation of Sikika’s programmes through Heads of Departments. This will include timely presentation of plans and reports to Sikika’s Board of Directors and donors.
  • Oversee the implementation of annual work plans and budgets, as well as other activities that may be determined in conjunction with the ED.
  • Assist programme staff focusing on achieving results of agreed targets.
  • Mentor and coach program staff on networking and advocacy.
  • Mentor and coach programme staff on leadership and organizational development.
  • Implement and strengthen the monitoring framework for the Sikika programme strategy. This will include building an understanding within the organization that all decisions have the potential to further the organizational mission.
  • Oversee timely and quality reporting and documentation of Sikika’s activities.
  • Design and implement periodic impact assessments to measure changes in Sikika’s targets.
  • Identify and implement a strategy to close gaps in organizational development and advocacy skills among programme staff.
  • Mentor, coach and appraise all programme staff.
  • Advise and support the Executive Director and contribute to the overall conceptualization of Sikika’s programmes as well as the organization as a whole.
Key competencies: (a) Masters degree in Social Sciences. (b) At least three years experience in areas related to your responsibilities. (c) Excellent writing and communication skills. (d) Strong analytical and statistical skills. (e) Experience in the implementation of strategic plans and advocacy projects including coalition building and sustaining joint action. (f) Clear understanding of Tanzanian governance and accountability structures. (g) Strong organizational and management skills. (h) Planning, financial management, and evaluation skills. (i) At least three years experience in a leadership position.
  • Head of departments - Medicines & Supplies (1 vacancy) and
  • Head of Health Care Governance & Finance (1 vacancy)
 Responsibilities
  • Carry out evidence-based critical policy (and budget) analyses of public planning and resource allocation, public expenditure management, performance management, public integrity and oversight roles & effectiveness.
  • Plan, direct, control and organize resources for the work of the department.
  • Implement the department’s activities, report in a timely manner, and engage in reflective planning.
  • Supervise department staff, set their performance standards, and appraise them based on these standards.
  • Report to the Head of Programmes and work as part of Sikika’s management team.
  • Write critical policy analysis reports and make presentations to stakeholders.
  • Participate in key health policy processes by central and local governments.
  • Form alliances and coalitions with partners, government and communities.
  • Carry out tracking studies and research work.

  • Head of Department - Media and Publishing (1 vacancy)
Key roles and responsibilities:
  • Co-ordinate Sikika’s communication activities and resources across a range of programmes and provide support to advocacy work.
  • Coordinate and manage timely production of the organisation’s communication tools such as newsletters, website, press releases, radio programs, notice board, radio station etc. and provide technical advice in developing and managing these tools.
  • Coordinate the production of TV and Radio spots.
  • Assist in the production and dissemination of publications which include briefs, books, posters, etc.
  • Oversee the documentation of all media work in both soft and hard copies.
  • Produce quarterly, mid-year and annual media progress reports.
  • Facilitate the engagement with media houses by making sure that press releases, articles and feature stories on Sikika's activities are published.
  • Make sure that reports come out with high quality design and ensure that the organization is up to date with advanced technologies.
  •  Supervise department staff, set their performance standards, and appraise them according to these standards.
  • Report to the Head of Programs and work as part of Sikika’s management team.
Desirable Qualities: (a)Masters in Mass Communication or Journalism. (b) At least three years of proven experience in media work and experience in IT and designing.
(c) Produce evidence of various kinds of media work completed. (d) Excellent writing and communication skills. (e) Skills and strong experience in monitoring, evaluation, and documentation is an added advantage.
